The Spaniard electricity Regulation planned for June 2007 a revision of the capacity payment mechanism in place since 1998. It committed the Spanish Energy Regulatory Commission (Comisión Nacional de Energía) to send a proposal to the Industry Ministry to design an updated guarantee of supply mechanism with the following objectives. 1.- to guarantee an adequate capacity margin, 2.- to incentive the availability of power plants, 3.- to provide efficient investment economic signals.
This project provided a conceptual approach to the design of such a mechanism.
