Summary:
This paper presents a frequency-constrained unit commitment (FCUC) formulation for island power systems. The timely activation of spinning reserve is key to guaranteeing frequency stability in the operation planning phase. The proposed FCUC formulation approximates the actual dynamic response of the generating units to active power disturbances instead of assuming linear responses in time, commonly assumed in the literature. The proposed formulation is successfully applied to a Spanish island power system.
