Distribution system planning with models of flexibility markets

Resumen:

With the increasing penetration of renewable energy sources, the deployment of new technologies (energy storage), and the availability of new services (demand response), the traditional electric distribution system planning framework mostly based on network investments is changing towards the integration of flexibility exploitation from these new resources. Planning tools have started to be modified for including these solutions. However, the prescription to obtain these services from a flexibility market is complicating the planning procedure due to the complexity in identifying who will provide the flexibility needed and at which price. Consequently, the integration of flexibility markets into electric distribution system planning is becoming an emerging topic. This paper describes a first step towards this goal. An operational planning tool is developed that integrates flexibility market mechanism to estimate the amount of flexibility services (and their costs) needed for solving potential technical issues. The market is simulated with a reinforcement learning approach, based on a modified variant of the Roth-Erev algorithm, that updates agents' propensities towards new prices. The developed tool is applied to a realistic electric distribution system, highlighting the different results against a conventional approach that models the flexibility exploitation with prefixed prices.
